Our practices

Customs

Each time a company sends a shipment around the world, multiple import compliance requirements may apply. We help companies with tariff classification, valuation, origin, preference programs, special customs procedures, binding tariff and origin information, and customs compliance audits. We have experience in key areas of US and EU customs practice, including classification, valuation, free trade agreements and preference programs, and rules of origin. Through our network, we represent our clients before the customs authorities and courts of all EU Member States in high-stake, complex investigations and enforcement actions.

Trade Defense

We have a long-standing reputation representing companies in anti-dumping, anti-subsidy, and safeguards investigations, and litigating against these measures before the Courts of the European Union in Luxembourg. We have acted on behalf of exporters to the EU, and their customers in the EU, in more than 100 trade defense investigations, and we have litigated over 20 cases before the Courts of the EU, including the landmark Ikea Wholesale and XinYi PV cases. We have a track record in the new methodology for calculating the normal value for Chinese exporters, adopted in December 2017. We are advising and following closely the retaliatory measures that the EU is now imposing on U.S. products (rebalancing duties), and their interaction with the customs rules of non-preferential origin.

Excise Duties

We help clients who produce or trade excise goods such as alcohol, alcoholic drinks, energy products, electricity, or tobacco products, and assist them in applying rules on payment of excise duties in their countries. We also provide advice regarding the national rules applicable to the movement of goods subject to excise duties. We provide counsel on Excise Duties, which concerns the preparation of advisory reports and assistance on taxation of the operations involving excise duty-taxed products. We also draft consultations and provide updates on the recent changes of excise legislation.

Export Controls

We guide global clients on the transfer of goods, technology, software, services, and information to foreign nationals and foreign destinations by helping to them navigate US, UK, EU, and Chinese export controls regulations and sanctions.
